CIP delegation observes best-ever Haitian legislative elections. But . . .

A three-person CIP delegation joined the OAS observers' team. Two of us worked in Département du Nord, one in Port-au-Prince. We witnessed Haiti taking an important step toward reconstituting its government, opening up a path to economic recovery and poverty reduction. On election day we saw few irregularities. However, persistent violence of Lavalas Family supporters against the opposition raises questions about integrity of the process. Also, chaotic conditions in some electoral offices caution against hasty conclusions. Still, the impressive turnout and patience of the voters and the dedication of the election workers and police gave evidence of the grassroots will for democracy. Whether this victory of the people will be vitiated by the violence of former president Aristide's party remains a question. Our pre-election denunciation of this violence (with other human-rights organizations) remains apropos. Because of this violence, it is difficult to say how much closer Haiti has advanced to the goal of legitimate governance. June 1, 2000.
