Gérard Gourgue's Seven-Point Proposal

1. The document with seventeen points submitted by the Democratic Convergence at El Rancho Hotel on February 5, 2001, should be fully reconsidered or rejected.

2. May 21 elections should be totally canceled.

3. A new Provisional Electoral Council must be formed from a Political Agreement providing three (3) members to Fanmi Lavalas and its allies, three (3) members to the Democratic Convergence and allies, three (3) members to the civil society.

4. The new CEP must organize legislative, municipal, and local elections not further than twelve (12) months from its installment date.

5. CEP should evaluate the November 26 elections and independently undertake all necessary decisions

6. The Provisional Presidency must keep on structuring itself, affirming its leadership, and making operational its ministerial commissions to strengthen the country's governability, and economic reactivation.

7. Public opinion and international community mobilization should be intensified regarding the Lavalas regime inability to rule Haiti, to unblock the electoral crisis, and to ensure to the population minimal security, satisfaction of their social, political, and economical problems.
