Patriotic Meeting for a Strategy of National SalvationSynthesis of resolutions (draft) Version française We the participants in the Patriotic Meeting for a Strategy of National Salvation recognize the urgent necessity to formulate a national strategy:I. To re-found the nation-state and put it at the service of the common interestII. To formulate public policies to facilitate the take-off of the Haitian economy and improve the living conditions of the populationI. To re-found the nation-state and put it at the service of the common interest1. Engage in a national conference/national dialogue 2. Forge a consensus on new social and state structures to be put in place 3. Instill a sense of responsibility in the Haitian elites loooking toward creation of a new elite embodying a national conscience preoccupied with the well-being of the disadvantaged masses, the national interest and the overall progress of society. 4. Promote civic culture and a sense of responsibility 5. Include partners of the whole society in the major strategic decisions affecting the nation 6. Assure that the Haitian state carries out its regulatory functions and exercises its attributes of national sovereignty. 7. Adopt concrete measures for the participation of women in the decision-making process affecting the nation. 8. Have a vision and a national strategy of security 9. Assure the good working of the public forces consistent with the constitution and current laws. 10. Promote national concord 11. Drastically reduce inequaliity and eliminate all forms of social exclusion. 12. Negotiate a schedule of withdrawal of foreign troops from the national territory. 13. Remake the mental universe of the Haitians 14. Change the tragic course of history of Haitian society. 15. Work toward the emergence of a new state reconciled with the nation, protective of basic freedoms and respectful of the values of a republic. 16. Assure an effective separation of powers. 17. Include the youth in the historical process of changing Haitian society. 18. Create the conditions and take the measures necessary to make the Haitian peasants true entrepreneurs and actors in their destiny. 19. Give momentum to the process of decentralization. 20. Put into effect land-administration policies reflecting better management and allocation of resources on a national scale. 21. Revalidate Haitian culture and make it an agent of social integration and inclusion. 22. Revise the constitution while maintaining the republican form of state in the context of remaking the society 23. Encourage intellectual originality to enable the country to participate in scientific progress and contribute to the promotion of universal ideals of progress and humanity. II. Formulate public policies to facilitate the take-off of the Haitian economy and the betterment of the living conditions of the population. To bring this about the participants have agreed to:1. Revitalize the country’s economy. 2. Reorganize the public enterprises. 3. Resist corruption and contrebande. 4. Efficiently manage the public enterprises. 5. Form a sound macro-economic team. 6. Formulate and promote policies of job-creation while keeping businesses competitive. 7. Stimulate growth, reduce poverty, create a state development bank to finance agriculture. 8. Reformulate education and health policies to benefit all. 9. Formulate a policy of education in the professions seeking a balance between quantity and quality, supply and demand for education aimed at economic revitalization of the country. 10. Lay the foundations for a national system of education in the professions. 11. Rehabilitate the environment, use alternative energy and develop an environmental economy in Haiti. 12. Reform the Police National d’Hati taking account of the issues of public security and create a law covering internal security. 13. Rethink the prison system, promote and respect human rights. 14. Launch a true campaign of disarmament and strictly control the availability of firearms nationally. 15. Remove obstacles to the working of businesses and economic activity. 16. Allow dual or multiple citizenship 17. Include the diaspora in the political, economic, social and cultural life of the country. 18. Diversify the paths toward career success and create models for the coming generation. 19. Bring about real land reform. 20. Conduct responsible fiscal, customs and monetary policies. 21. Apply a policy of directed credit. 22. Regularize the informal sector. 23. Move from virtual to real decentralization with rational juncture points between local and central institutions meshing the country together and fitting if for economic revitalization. 24. Make Haitian diplomacy work for the economic development of the country. 25. Reform the university and higher education. 26. Create public policy to help young entrepreneurs and the handicapped. 27. Make use of the country’s national resources and exploit the potential of our regions, provincial towns, and countryside while strengthening local administration. 28. Adapt problem-solving techniques and professional competence to bring about public policy to improve the conditions of life of the population. 29. Work so that Haitians participate actively in the advancement of sciennce and contribute significantly to the universal ideals of progress and humanity. 30.
